Clarion County sells former Hollobaugh property

Clarion County commissioners on Tuesday approved the sale of the former Hollobaugh Beer Distributor building on Route 322 west of Clarion.

The county had originally purchased the property as a possible site for a new 9-1-1 emergency call center and headquarters for emergency management operations. The county paid $150,000 for the building and an adjacent lot.

Then the county bought the former Sorce warehouse in Shippenville and converted that property into the new 9-1-1 dispatch center and relocated other county offices to the site.

The county tried to auction off the Hollobaugh properties, but a discrepancy in the bid procedures invalidated the sale.

The commissioners agreed unanimously Tuesday to sell both properties to Brian T. Acey of Clarion for $170,000. The funds realized from the sale will be returned to the county’s general fund.

In other business at Tuesday’s meeting, the commissioners signed a contract with Sammartino, Stout and Lo Presti of Erie for a complete “as is” appraisal of the courthouse.

Commissioner Ted Tharan said the appraisal will save the county as much as $400,000 on a $900,000 Redevelopment Assistance Capital Program (RACP) grant for the rehabilitation of the courthouse. The grant requires a 50 percent local match.

The grant announcement said that “activities to be undertaken include demolition, framing, plumbing upgrades, HVAC upgrades, electrical upgrades and final finish. In addition, a fresh air intake will be installed to allow for increased airflow throughout the ground level.”

The county announced it has received a $48,121 grant from the Pennsylvania Commission on Crime and Delinquency for the county’s adult probation department.

Probation department director Mike Blum said he has eight adult probation officers who handle about 800 cases in the county. There are also three juvenile probation officers who handle about 50 cases.

Blum said the state grant covers the salaries of two officers.

Sarah Garner, the project manager for Massachusetts-based Vision Government Solutions, provided an update on the ongoing county property reassessment and said the assessors are currently in Redbank Township and Knox Borough.

She said seven data collectors are working in the field and added that “we are in good shape and on schedule.”

The commissioners will next meet at 9:30 a.m. Feb. 14.
