Contract approved to begin Clarion reassessment process

Clarion County commissioners on Tuesday unanimously approved a contract that will begin the process of reassessment in the county.

The $1.7 million deal with Vision Government Solutions is pending review by the county’s solicitor.

The commissioners also approved a $249,000 contract for software for the reassessment with Vision Government Solutions.

“We have not done a physical reassessment of the county since 1975,” said Commissioner Ted Tharan. “This will level the playing field for everyone.”

The county did a fly-over in 2014 and 2021 but not a physical assessment.

The physical assessment will mean knocking on doors. Zach Stiglitz, the county’s chief assessor, said the county will hire people later this year to do the physical assessment.

“They will be trained before they go into the field,” said Stiglitz. “They will be local residents,” he added.

Stiglitz said there will be public meetings before the canvassing of real property will commence.

“They will not be going inside homes,” said Stiglitz. He said cards would be sent to property owners asking about their property, and a physical visit will follow.

The assessment workers will survey one section of the county at a time. Stiglitz said the canvass might not be completed this year.

Stiglitz said the result of the assessment would be reflected in 2025 taxes.

“About a third of the property owners will pay more in taxes and about a third will pay less. For the other third there won’t be a difference,” said Tharan.

The commissioners issued three proclamations Tuesday. They are for National Public Safety Telecommunications Week, National Osteopathic Medicine Week, and to Ken Burkett for his efforts in the field of archeology.
