Whitling trailed Miller for most of the evening, but overcame a single digit deficit to claim the win by 25 votes. Whitling tallied 371 votes to Miller’s 346.
Miller was appointed by Clarion Borough Council to replace Dan Parker, who resigned earlier this year to seek employment elsewhere. He is the former swimming coach at Clarion University and has served on numerous committees in Clarion.
In Clarion, the mayor serves a two-year term.
