Police arrest Tennessee men in postal drug sting

CLARION – Two Tennessee men are facing various drug charges for picking up a package containing unspecified medications at the Clarion post office.

Anthony George Loggins, 38, Deer Lodge, Tennessee, is charged with four counts of possession of a controlled substance and one count of possession of drug paraphernalia, all misdemeanors.

William Dale Hoover, 38, of Jamestown, Tennessee, is charged with three counts of possession of a controlled substance; one count each of conspiracy to possess a controlled substance and possession of drug paraphernalia, all unclassified misdemeanors; and summary charges of failure to obey a traffic control device and driving without a license.

The charges stem from incidents beginning at 10 a.m. April 8 in Clarion Borough and Monroe Township.

According to court documents, personnel at the Clarion post office contacted Clarion County Chief Detective William H. Peck IV concerning a suspicious package.

Post office personnel told Peck the package was being sent to and from Hoover with a Tennessee return address and being sent to Hoover at the Econo Lodge in Clarion.

Post office personnel told Peck it was the fourth day in a row Hoover received such a package.

Peck contacted the area Pennsylvania State Police K-9 handler to have the dog inspect the package.

In the meantime, two men, later identified as Hoover and Loggins, arrived at the post office in attempt to pick up the package being held by the post office.

The drug detection dog and its handler arrived at the post office and the dog indicated the package contained controlled substances.

Peck requested and received back-up help from Clarion Borough police and state police at the scene.

Once the officers were in place, post office personnel called the suspects to notify them their package had arrived.

After the package was picked up, Peck watched one of the men walking in the rear parking lot. The man opened the package and discarded the outer packaging in a nearby garbage can.

Peck followed the suspect as he got into the passenger side of an SUV with Tennessee license plates.

Police followed the vehicle until the driver allegedly made an illegal left turn in a right lane turn only lane. Police then executed a traffic stop.

Peck notified borough and state police of the location of the vehicle.

The driver was identified as Hoover and the passenger was identified as Loggins.

Police allegedly found Hoover was in possession of three types of pills and Loggins was in possession of one.

Upon questioning, the defendants allegedly admitted to attempting to pick up the package three times and Hoover picking it up on the third time and signing for it.

Peck returned to the garbage can and recovered the packaging that Hoover discarded for evidence.

Both men are being held in lieu of $10,000 cash bail.
