North Clarion addresses substitute shortage

North Clarion has been having trouble finding substitute teacher so the board took action on the matter at its reorganization/regular meeting Dec. 4.

The board approved raising its substitute rates from $110 per day for regular substitutes and $120 for long term subs to $125 for regular subs and $135 for long term subs.

“The $125 per day would put us at par with the [Riverview Intermediate Unit] and we wouldn’t be the highest in the area but we would be the highest of the ESS,” North Clarion Superintendent Steve Young said prior to the vote. “We are having trouble finding substitutes. We think people like to come here but with the added travel distance, that’s where we are losing out on some substitutes.”

Reorganization

Scott Daum was reelected as board president while Jeff Barron was reelected as board vice-president.

Daum was asked how long he had served as board president. Daum said it had been at least 23 or 24 years.

Board member Thomas Phillips will remain as the board’s representative to the Riverview Intermediate Unit while Daum will remain as the board’s PSBA representative.

Board member Rick Best will also remain as one of the board’s Clarion County Career Center representative. There were no volunteers to fill the second spot. The board will look to fill the position at its January regular meeting Jan. 8.

The board voted to keep its board workshops on the first Monday of each month while the voting meeting will be held on the second Monday of each month. The workshops will be held in the superintendent’s office while the regular voting meeting will be held in the high school library.

The board also welcomed new board member Kathy Vanish from Region III.

Amanda Hepinger was also elected as the representative from Region I but she resigned before taking office. The district will look to appoint someone to fill the seat at its regular January meeting Jan. 8.

In other business, the board:

– Approved a resolution not to raise taxes above the state index of 7.3-percent for the 2024-25 school year.

– Approved Richard Davis as a bus driver for Muccio Transportation for the 2023-24 school year contingent on proper clearances and certifications.

– Approved parent driver Ricky Wagner for the 2023-24 school year.

The board will hold its regular meeting Monday (Jan. 8) in the high school library at 7 p.m.
