Grant application approved for Lake Lucy treatment plant

Clarion County commissioners on Tuesday approved a grant application for the Lake Lucy area sewage treatment plant.

County planner Kristi Amato said the old sewage treatment plant was in poor shape and the Department of Environmental Protection had issued a consent order.

Amato said a Community Development Block Grant of $2.2 million would not require a local match.

The new treatment plant would serve about 40 households.

Amato said the application is for a competitive CDBG fund and would be measured against other similar projects in the state.

In other business at Tuesday’s meeting, county GIS director Leah Smith said that when she started with GIS in 2021, it was used primarily for in-putting deeds and 911 addressing.

“Since then we started the online parcel viewer and that saved us a lot of time,” Smith said. “We started putting other things online. We added the Enterprise system and we went from one server to six.”

Smith said the county has added an online parcel viewer, an address certification tool and a page showing events in the county.

Cathy Slater of the GIS department provided a glimpse into the future of GIS. The GIS site currently has information about cyber crime and reassessment.

“I think a lot of people want to know more about the reassessment,” said Slater. “They want to know when they are coming to their municipality.”

Slater said she is exploring a program that would list many of the older towns and villages in the county. “That is history driven,” she said.

“I am interested in a program that maps rights-of-way,” Slater said. “If we can’t help them then we recommend they get a survey done. That is a big project.”

Another program that is currently used in Erie County rates buildings on a 1-5 scale. The purpose is to locate blighted structures in need of repair.

“They used the same software that we use,” Slater said. “Once I learn more about the technology, the more programs I can explore,” she added.

The commissioners also approved a $1,657 grant from the county’s hotel tax to promote the Fryburg Mayfest.
