Fischer resigns as Clarion County administrator

Clarion County commissioners on Wednesday accepted the resignation of county administrator Jillian Fischer.

Fischer was appointed to the post in 2020, and her resignation takes effect Friday.

This is an emotional farewell for Fischer.

“My husband is in the military and he is re-locating. My world just got turned upside down in a matter of weeks,” she said Wednesday. “The county has been an excellent team. I have enjoyed my time here.”

“I would like to thank Jillian for her service here at the county,” commissioner Wayne Brosius said. “She has done a fabulous job. We will really miss her. She will be a big loss for the county.”

Amanda Carbaugh, the county’s Human Resources director, said she has worked for Fischer for several years and makes the county a better place.

“She is firm and fair and willing to help,” Carbaugh said.

The county salary board abolished the county administrator position Tuesday.

Mindy Frampton, currently the deputy chief clerk, will take over as new chief clerk effective Monday. The county will be seeking a new deputy chief clerk.

Frampton is a resident of Clarion Township. She attended Clarion University and majored in business management.

She began working for the county in December 2018 and has been serving as the deputy chief clerk since August 2020.

Prior to working for the county she was the front manager at Plyler’s Restaurant in Brookville for 12 years.

She is married to Justin Frampton and has one son, Joseph.

The chief clerk position was re-classified due to a change in duties as the chief clerk will no longer be responsible for Children and Youth Services.

The new chief clerk position has an annual salary range of $42,300 to of $72,000.

The commissioners appoint the chief clerk, and the office is responsible for keeping records of all administrative offices, filing papers and proceedings and attesting to all documents authorized by the commissioners.

The chief clerk has the general power to administer oaths and affirmations for the commissioners. The position is also responsible for overseeing the commissioners accounts and coordinating meetings involving the commissioners.
