County, UMW agree on contract

Clarion County and the United Mine Workers have reached agreement on a three-year contract for employees at the county jail. The contract covers 43 corrections officers and support staff.

Clarion County Commissioner Wayne Brosius, who is the chairman of the Jail Inspection Board said the contract includes a three percent pay increase in each of the first two years and 2.75 percent increase in the final year, 2024. Brosius said there was no change in the employee’s health insurance coverage.

Clarion County Jail Warden Jeff Hornberger said he was training his staff to be more aware of mental issues among the inmates during the holiday season. “December can be a depressing month if you are incarcerated,” said Hornberger.

During November the jail’s counselor saw 123 inmates and seven inmates were placed under suicide watch. An additional 23 inmates were seen by a psychiatrist. Eight inmates had NARCAN training and six inmates went through a two hour drug and alcohol assessment.

Hornberger said there were 25 misconduct reviews which he considered to be “very high.”

The warden said there were 42 commitments in November and 47 releases. “Any time you have more releases than committals, it is a very good month,” he said.
