Clarion County working on contracts with unions

One by one, Clarion County is working on contracts with the labor unions representing its employees.

Children and Youth Services caseworkers are represented by the United Mine Workers, and “CYS is real close,” Clarion County Commissioner Ted Tharan said Tuesday. “We hope it will be done in a week or two.”

Tharan said the county will be working on the sheriff’s deputies contract later this week. The deputies are represented by the Butler County Community College police department.

“We are still negotiating with the prison guards,” said Tharan. They are also represented by the United Mine Workers.

Negotiations with court-related employees represented by the Teamsters are also continuing.

The county currently has a three-year agreement in place with Probation employees.

“It is a lot of back and forth,” said Tharan. “They send a proposal and we send one back. It’s really close.”

Commissioners addressed some other items at their meeting Tuesday.

The panel approved a contract with Pest Management for pest control services at the county jail at a cost of $1,656 per year.

Two items were tabled – GIS fees and the capital improvement plan. Additional research was needed for the GIS fees, and negotiations haven’t been concluded with Rose Logue, who the county wants to help with the development if the plan.

The board approved appointments to the Clarion County Local Emergency Planning Committee for 2019.

A contract was approved on behalf of early intervention with Joanne Keller for therapy services. The term of the contract is from June 1, 2018 to June 30, 2019, at an annual rate of $20,000.

A contract was approved with Clarion County Taxi for service for the developmental disabilities (DD) program. The contract is from July 1, 1018 to June 30, 2019 at a rate of $5,000 per year. The county has a match up to 10 percent.

A 2019-2020 grant was approved for the Right and Services Act (RASA) and Victims of Juvenile Offenders (VOJO) for the District Attorney’s Office in the amount of $100,390.

Approval was granted for the Hope Rising Community Church to use the Veterans’ Memorial Park on April 20 for an Easter Egg Hunt.

The commissioners approved the retirement of Darlene Wolbert (sherriff’s department), effective March 1; Ronald Lemmon (Corrections), effective Jan. 9; and Krystal Strain (Corrections), effective Dec. 31, 2018.

The board approved the promotion of Dillion Haines into the vacant position of full time corrections officer effective Jan. 15 at an hourly rate of $13.59.

Commissioners will hold a work session at 10 a.m. Tuesday.
