Plans for rehab of Forest County bridge to be displayed

Plans for the rehabilitation of the Old Elm Street Bridge in Forest County will be on display from this Tuesday to Friday, Dec. 15, at the Forest County Visitor Center, 422 Elm St., Tionesta.

The hours for the project plans display are from 10 a.m. to 4 p.m. during the week and 10 a.m. to 2 p.m. Saturday and Sunday.

The bridge is located in Tionesta Borough on Old Elm Street about 1,500 feet east of the intersection with Route 36 and 3,600 feet downstream of the Tionesta Dam. It carries traffic over Tionesta Creek.

Construction will include removal of the existing bituminous pavement and a portion of the curb and the placement of a concrete curb and deck, waterproof membrane, and new bituminous wearing surface, according to PennDOT.

The existing bridge was built in 1941 and it is used by about 2,770 vehicles a day, on average. It is classified as functionally obsolete.

Construction is expected to occur in 2018. A detour of three months in duration is proposed, using Outflow Road, Route 36 and Beach Road, PennDOT said.

PennDOT said the purpose of the display is to introduce the project and to receive public input regarding any questions or concerns with the project. The display is set up to also receive any public input regarding historic or archaeological sites in the area, that could be affected by the project, as required by Section 106 of the National Historic Preservation Act (cultural resources).
