O.C. businessman facing deceptive practice charges

An Oil City-based businessman is facing charges for not doing nearly $10,000 worth of work he was paid to do.

Oil City police say Michael L. Bowen, the owner of Bowen’s HVAC, was to have his crews complete a home remodel project between Sept. 21 and Oct. 10 at a residence on Glenwood Drive.

A criminal complaint filed by Oil City patrolman Robert Culp says Bowen failed to deliver the product specified in the contract for services and in the “agreed upon time frame, or since.”

The complaint also says Bowen disposed of funds supplied by the homeowners for the project “in a manner which he knew involved a substantial risk of loss or detriment to the victims.”

Additionally, the homeowners had to hire additional contractors to repair, correct or finish portions of the project to make their home safe and/or habitable, the complaint said.

The homeowners suffered a total monetary loss of $9,996.20 in relation to the work Bowen was contracted to do, the complaint said.

Bowen was arraigned before district judge Andrew Fish on felony charges of deceptive business practices-sale less than quantity and theft by failure to make required disposition of funds and a misdemeanor count of misapply entrusted/government/financial institution property.

A preliminary hearing is scheduled Wednesday in Venango County Central Court.
