Farmington Township supports well-plugging effort

LEEPER – Farmington Township supervisors are hoping to help land a grant that could lead to the plugging of as many as eight abandoned gas and oil wells in the municipality.

Supervisor Lewis Culp told fellow supervisors Matt Sherbine and David Crise earlier this month the Clarion County Conservation District is applying for about $250,000 from the Act 13 Marcellus Legacy Fund to pay for the plugging of up to eight wells.

Culp said the township sent a letter of the support for the grant application.

According to the state Department of Conservation and Natural Resources, Act 13 of 2012 establishes the Marcellus Legacy Fund and allocates funds to the Commonwealth Financing Authority for funding orphan or abandoned well plugging projects using the Orphan or Abandoned Well Plugging Program.

Pennsylvania has hundreds of thousands of oil and gas wells drilled since 1859. The program provides a mechanism to plug abandoned and orphaned wells that have the potential to cause health, safety or environmental concerns.

Culp said most of the funding sought by the Clarion County Conservation District would go to Farmington Township projects, although some of the funding might be used for wells in Redbank and Madison townships.

Insurance claim

The board of supervisors gave its preliminary approval to an insurance settlement involving damage to the former Farmington Township Area Volunteer Ambulance Service building.

Liberty Insurance offered the township $16,582 for damage done to the building in a June 3 one-vehicle crash along State Route 66 in Leeper that resulted in a truck and a dumpster crashing through the side of the building.

Trooper James Lesko of the state police barracks at Marienville reported Toby C. Colley, 31, of Limestone allegedly fell asleep at the wheel of his northbound 2012 Ford F-250 Super Duty truck when the accident happened.

Culp said he did not believe the settlement offered was enough to cover the damage. Sherbine said he believes the amount will be close.

The board agreed to accept the settlement if the township can file for any additional costs incurred.
