Clintonville man arrested on rape, other charges

A Clintonville man was arraigned Tuesday on charges he raped a woman in early-morning hours Monday.

Andrew Michael Oakes, 27, is charged with rape, involuntary deviate sexual intercourse, sexual assault and a misdemeanor charge of possession of drug paraphernalia.

Oil City police say the rape allegedly occurred at 4:30 a.m. Monday at a home on Deer Street in Oil City.

After the incident was reported to police, they found Oakes was on parole, police chief Bob Wenner said. Police were able to arrest Oakes on Oil City’s North Side after his probation officer agreed to a 48-hour parole detainer, Wenner said.

Parole officers are allowed to issue such detainers in the case of pending serious charges.

Oakes was taken to the Venango County jail on the detainer.

After more investigation, police were able to charge Oakes and he was arraigned Tuesday before district judge Andrew Fish in the jail. Bail was set at $50,000, and a preliminary hearing is scheduled Feb. 24 in Venango County Central Court.
