Clarion Borough Council recently reminded borough residents and visitors who park along borough streets and allies of the borough’s winter parking ordinance and snow removal requirements.
Enforcement of the parking ordinance began Dec. 1 and continues through April 1, 2020.
The ordinance prohibits parking on both sides of north- and south-running streets from 1 a.m. to 7 a.m. on Monday, Wednesday and Friday.
The ordinance prohibits parking on both sides of east- and west-running streets, between 1 a.m. and 7 a.m. on Sunday, Tuesday and Thursday.
The ordinance prohibits parking on both sides of Main Street between Second and Third avenues.
The ordinance prohibits parking in the Liberty Street, Wood Street and Ross Memorial Municipal Parking Lots between 1 a.m. and 7 a.m. on Mondays and Fridays.
If your vehicle is parked in violation of the ordinance, you will be fined $50.
All borough streets are affected and disabled vehicles are not excluded.
Borough officials said many people are fined each year because of misconceptions.
The following problems most commonly result in tickets being issued:
– This is not a weather-related ordinance.
There is no requirement for snowfall. The ordinance is a seasonal parking ordinance.
– Many people forget that “tomorrow” begins at midnight. It is a common mistake to go to bed on Monday night, forgetting it becomes Tuesday at one minute after midnight. If your car is parked on an east and west-running street, you will find a $50 ticket on your windshield.
– Vehicles must be moved completely off of the highway, this includes the borough’s right-of-way.
“We would like you to start your day right,” said borough officials. “Do not make the mistakes we have pointed out to you.”
Please note the signs in place throughout the borough and avoid an unnecessary fine.
Snow and ice removal ordinance
The owner and/or tenant(s) of every property located within the borough is required to remove snow, ice, hail or sleet falling, forming or placed upon any sidewalk located within any borough right-of-way adjacent to the owner’s property or any sidewalk located on the owner’s property which provides access to the general public across any part of said property within 24 hours after the end of snow, ice, hail or sleet falling.
The snow and ice removal ordinance is in effect year-round.
It is prohibited to move snow, ice, hail or sleet onto a borough or state street, highway or alley.
The property owner is liable for compliance with the requirements even though the owner is not in possession.
However, the owner shall not be liable if the property is a rental property and a written lease exists and provides that the tenant is responsible for snow removal, the term of the lease is greater than one year and the landlord supplies a copy of the lease to the Clarion Borough Police Department.
