Clarion County still getting list of flooding expenses

The bills are still drifting in from the July flood that devastated portions of Clarion County.

Clarion County Commissioner Ted Tharan said Tuesday the county had received a list of expenses from Porter Township for $30,980. Tharan said the county was anticipating similar bills from other townships affected by the flash flood.

“We thought we would see what the total is before we see how much we can help them” said Tharan.

Tharan said the funds would be taken from the Marcellus Shale Legacy Fund. The fund is fueled from money raised through the state’s Marcellus Shale Impact Fee, and that money can only be used for specific purposes.

Tharan isn’t certain when the other townships will submit their requests.

The commissioners received some good news at Tuesday’s work session as county Treasurer Tom McConnell reported the county will soon be receiving more than $782,000 in Children and Youth Services funds.

The county is obligated to pay for CYS services. Those costs are reimbursed by the state but until the state pays, the county must loan the CYS fund money to pay the bills.

As of Tuesday the county has loaned the fund $1,158,328 for fiscal year 2018-2019. McConnell said $282,642 would be for fiscal year 2018-2019 and another $500,000 was “in the pipeline.”

The commissioners also confirmed that county residents will be using the same voting machines next month. Counties are under mandate to adopt a new voting system with a paper trail.

“We have until the primary election in 2020 to make that change,” said Tharan.
