Clarion County opens bids on construction of towers

The Clarion County commissioners on Tuesday opened bids for construction of three communications towers at East Brady, Shippenville and Cottage Hill (New Bethlehem).

Allstate Tower, of Henderson, Kentucky, entered a bid of $779,298. Tower Unlimited, of Harrisburg, offered a bid of $775,835.

Clarion County commissioner Wayne Brosius said the structures are a 118-foot, self-supporting tower; a 150-foot monopole; and a 250-foot, self-supporting tower. According to the terms of the proposed contract, construction is to be completed within 90 days.

The bids are for the tower construction only. The county will purchase the communications equipment for the towers and the buildings to house the equipment.

The towers will be funded with federal Coronavirus Aid, Relief, and Economic Security (CARES) Act money. The bid is expected to be approved at Tuesday’s commissioners meeting.

The commissioners also are expected to adopt the 2021 county budget at that meeting next week. Brosius said there were a “few tweaks” but did not specify what the changes would be. However, there will be no tax increase in the budget, which must be adopted by the end of the year.

The commissioners reviewed an intergovernmental agreement on behalf of the Clarion County Sheriff’s Department with Court of Common Pleas of Clarion County, Domestic Relations section, to provide security and perform other duties. Domestic Relations will pay the deputy at the prevailing rate of pay for the individual performing the duties.

Domestic Relations is a secure facility on Fourth Avenue in Clarion. Brosius said the deputy would be present for hearings and as needed.

Clarion County Commissioner Ted Tharan said the position could be filled by either a full-time of part-time deputy.
