Clarion commissioners set county’s succession order

Clarion County commissioners adopted a resolution Tuesday that sets the order of succession in the county.

The resolution ensures the continuity of county government.

The resolution says that during the occurrence of any man-made emergency, natural disaster or war-caused disaster in Clarion County and the unavailability of any county commissioner, the following order of succession shall be exercised to ensure the continuity of county government: Commissioner Wayne Brosius, commissioner Ted Tharan, commissioner Ed Heasley, chief clerk Taylor Kriebel and public safety director Jeff Smathers.

“Counties are supposed to enact resolutions to ensure the continuity of government and keep the county running right during an emergency,” Brosius said. “It spells out the order of succession to discharge the duties of the county government if one or more of the commissioners was unable to perform duties during an emergency.”

In other business at Tuesday’s commissioners meeting, the panel tabled a motion to enroll the county’s website into a platform hosted by the County Commissioners Association of Pennsylvania. The cost to have CCAP host the site would be $6,460 per year.

There would also be a one-time $7,500 build out fee from Kentico, a web based management system. Brett Whitling, the county’s confidential administrative assistant, said the current platform would no longer be supported after October.

Tharan questioned the cost of additional fees, and Whitling said he was unaware of additional costs.

Commissioners then unanimously tabled the motion.

The panel also adopted proclamations recognizing award recipients at last Saturday’s Clarion Area Chamber of Commerce awards banquet. Honored with the proclamations were Randall Stom (posthumously), the Clarion County YMCA, Clarion Healthcare and Rehabilitation, citizen of the year Matt Kaye and volunteers Donna and Tim Cochran.
